The head of development wing is CDO assisted by District Development Officer(DDO), Project Director Of District Rural Development Agency. For development works district is divided among eight development blocks which are Bhimtal, Ramgrh, Dhari, Okhalkanda, Betalghat, Haldwani, Ramnagar & Kotabagh . Each block is having a Block Development Officer(BDO) & other development staff. In the current decentralized format development work are being recommended by public representatives .Beside these Govt. bodies a number of NGO's are working for the development work.

All the offices relating to development as CDO,DDO,PD DRDA are situated at Vikas Bhawan, Bhimtal (22 KM from Nainital). CDO Nainital also has a camp office at Collectorate, Nainital.

Overall there are Eight Block Development Councils and 450 Gram Sabhas at the village level in the rural part of district while there are 4 Municipal Boards , 3 Town areas and one cantonment board .
